When the photo has a frame, then drag mouse over both the frame and the photo and then you'll see the photo element highlighted on the left side Page tab in blue. Click on the photo element and on the right side you'll see the "Image" tab where you can swap the photo!
Photos without frames can be added by doubly clicking on the element and the media library will pop up.
